2026 Economic Mobility Environmental Scan

MSHF seeks proposals from experienced consultants to collaborate in conducting an environmental scan and SWOT analysis related to economic mobility in the Mat-Su. The environmental scan and SWOT analysis are key inputs that will inform the Foundation’s strategic plan and future systems-level work. The primary objective of the environmental scan is to systematically gather, analyze, and assess external environments to identify barriers and facilitators to upward mobility, health, and well-being across the Mat-Su Borough. The scan and SWOT should identify root causes and structural factors across five areas of interest – housing, workforce development, childcare, food security, and transportation – to identify strategic leverage points that impact upward mobility.

There is not a specified budget range, and we are willing to negotiate. We recognize the budget will depend on the methods proposed, staffing structures, and travel needs. Consultants should propose what is reasonable and realistic to complete the scope of work and meet the deliverables.
We would like to build on what is available and avoid duplicating prior data collection. We have the following from primary data collection in the CHNA:
- Household survey – Most of the results were published in the CHNA, though we didn’t report all subgroup comparisons, just those with the most notable differences. We did add questions around economic mobility, community assets, belonging, and civic engagement to the 2025 survey.
- Connect Mat-Su Survey – Some similar questions to HHS but not all questions from HHS. Select results were published.
- Intercept surveys – Point-in-time surveys at clinics, food access points, transit routes, etc. Select results were published.
- Focus Groups – The summaries from population-specific focus groups were published and are at the end of Chapter 4. The analysis from all focus groups was included with each relevant topic/chapter.
There is also a report, separate from the CHNA, that isn’t published yet, but can be made available to the selected contractor. It summarizes findings from empathy interviews with 66 individuals experiencing financial hardship and interviews with key stakeholders around economic mobility.
